Luby sentenced to life in prison

Judge Joseph Carter sentenced Thomas Luby, 59, of South St. Paul to life in prison on May 2 in connection with the Aug. 7, 2015, stabbing death of Kelly Anderson, 45, also of South St. Paul.

The Dakota County Board of Commissioners announced Matt Smith as the county’s new manager. In his new role, Smith will oversee a team of nearly 2,000 employees in the county’s 16 different departments.
