CITY OF OAKDALE RESOLUTION NO. 2014-22 APPROVING THE ZONING ORDINANCE MAP AMENDMENT TO RE-ZONE 6630 HUDSON BOULEVARD NORTH FROM COMMUNITY COMMERCIAL (C2) TO LIMITED BUSINESS (LB). At a regular meeting of the City Council of the City of Oakdale held on Tuesday, February 25, 2014 at the Oakdale Municipal Building, 1584 Hadley Avenue North, Oakdale, Minnesota, with the following members present: Mayor Carmen Sarrack, Councilmembers Kent Dotas, Stan Karwoski, Lori Pulkrabek, and Paul Reinke; and the following absent: none, the Oakdale City Council resolved: WHEREAS, the property at 6630 Hudson Boulevard North is currently zoned Community Commercial (C-2), and WHEREAS, the applicant proposes to amend the zoning ordinance map to rezone the property to Limited Business in order to convert the existing 54-room hotel into a 57-bed assisted living facility, and WHEREAS, the assisted living facility would be permitted as a conditional use under the Limited Business zoning designation, and WHEREAS, rezoning the property to Limited Business is in conformance with the Comprehensive Plan Goal “to promote and encourage a diverse array of housing types, styles, and price points to serve a diverse population” because the facility will serve both private pay and county residents who are receiving home and community based waiver services and this service is not currently offered in Oakdale, and WHEREAS, the use and density of the site as Limited Business is compatible with adjacent properties because there is no significant change in the change in use of the site from a hotel to assisted living facility with regards to traffic, utilities, and public safety and the site will continue to provide a buffer between the lower density residential neighborhood to the north and I-94 to the south, and WHEREAS, amending the Zoning Ordinance map to rezone the property to Limited Business would allow for the existing hotel to be converted into an assisted living facility, and WHEREAS, this resolution is not effective until the rezoning ordinance is published, and WHEREAS, staff will not publish this ordinance until the applicant notifies the City that the property closing has been scheduled, NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Oakdale hereby approves the zoning ordinance map amendment for 6630 Hudson Boulevard North to re-zone the property from Community Commercial to Limited Business (LEGAL DESCRIPTION: SEE ATTACHED). SUMMARY OF PROCEEDINGS WASHINGTON COUNTY BOARD OF COMMISSIONERS AUGUST 5, 2014 Present were Commissioners Fran Miron, District 1; Ted Bearth, District 2; Gary Kriesel, District 3; Autumn Lehrke, District 4; and Lisa Weik, District 5. Absent none. Board Chair Lehrke presided. 2015 Proposed Budget Workshops The Board met in workshop session to discuss the following 2015 proposed budget: – Introduction to the proposed 2015 budget by Administration; – Department reviews with: Administration; Library; Accounting and Finance, Human Resources, Information Technology, and General Operations. Commissioner Reports – Comments – Questions The Commissioners reported on the following items: – The Board held a moment of silence for Officer Scott Patrick, Mendota Heights Police Department, who was killed last week; – Commissioner Bearth – reported he attended the County Fair, the weather was good and was happy to see that many of the county departments were represented; – Commissioner Weik – reported she has been reappointed to the National Association of Counties (NACo) International Economic Development Task Force, the Rural Action Caucus, and she will continue her participation in the Women of NACo Leadership Network; she attended the Gateway Corridor Commission which reached its initial locally preferred alternative decision and there will be a public hearing this week regarding that; she will be attending a Resource Recover Conference in November; and the Library Board discussed library strategic planning and had questions about the formation of the Library Board Steering Committee and its role on that committee; – Commissioner Miron – stated his appreciation to the Public Health department for the tours related to Resource Recovery that many of the commissioners attended; – Commissioner Lehrke – reported she attended the County Fair and commended the County Attorney’s office on its senior event; she met with members of the Denmark Township Historical Society and Public Works staff to discuss access to the one-room school and site line issues; she attended the Resource Recovery Project tours that were held; and she attended a Red Rock Corridor workshop and they will meet on August 28 to discuss next steps; – Commissioner Kriesel – thanked the City of Oak Park Heights, the Minnesota Department of Transportation, and Public Works for resolving the north frontage road issue along Highway 36. Community Services Approval of the following actions: – Appoint Annette Sallman to the Workforce Investment Board to a first term expiring June 30, 2015; – Certification of Palu Rodriguez to provide Adult Family Foster Care; – Community Development Block Grant funding agreement with Hugo Good Neighbor Food Shelf; – Amendment to the Salvation Army contract for additional funds of $207,894 from the Minnesota Housing for Family Homelessness Prevention and Assistance Program; – Acceptance of a $3,000 grant award to cover expenses associated with Citizen Review Panel activities; – .25 full-time equivalent (FTE) position for the Veteran’s Services Division; – .40 FTE Employment Counselor position for the Workforce Center to work with youth; – Amendment to the Triple Angels of Cottage Grove Customized Living Group Residential Housing Agreement to include their second site to accept Group Residential Housing funds; – 2014 Community Development Block Grant funding agreement in accordance with the 2014 Annual Action Plan; – Job-Driven National Emergency Grant from the Minnesota Department of Labor for the period of July 1, 2014, through September 30, 2016. General Administration Approval of the following actions: – July 22, 2014, County Board meeting minutes; – Letter to the Rice Creek Watershed District supporting the replacement of the dam at the north end of Bald Eagle Lake in the City of Hugo; – Board correspondence was received and placed on file. Human Resources Approval to amend the Flexible Benefits Plan for plan year 2014 to allow for a carryover of unused health care flexible spending account funds up to $500 into the next year. Property Records and Taxpayer Services Approval of the following actions: – Resolution No. 2014-088, lawful gambling exemption for Pheasants Forever, Washington County Chapter 671; – Joint powers agreement with Ramsey County and the City of White Bear Lake for certain election administration services during the Primary and General Elections for White Bear Lake Ward 4 Precinct 2. Public Health and Environment Approval of recycling grant agreement with the City of Oakdale for distribution of curbside recycling funds. Public Works Approval of the following actions: – Donation of benches for use along Hardwood Creek Regional Trail from the Forest Lake Rotary Club; – Minnesota Department of Health’s acknowledgement letter, to permit construction of the new well for the Group Campground in the Lake Elmo Park Reserve; – Resolution No. 2014-090, bid award for County State Aid Highways 13 and 20, intersection improvement to Valley Paving, Inc.; – Board workshop held to discuss the Newport Transit Station project. Sheriff’s Office Approval of the following actions: – Resolution No. 2014-089, agreement with the United States Department of Justice, Drug Enforcement Administration; – Letters of agreement between the Washington County Sheriff’s Emergency Operations Center, Minnesota Department of Human Services, City of Cottage Grove, and the South Washington County School District #833 to maintain and operate a Reception Center in Cottage Grove.
