NOTICE OF ASSESSMENT LIEN FORECLOSURE SALE 

YOU ARE NOTIFIED THAT, 

1. Default has occurred in the conditions of the Common Interest Community Number 215 (Condominium) Oakcrest Village Condominiums Declaration, Washington County, Minnesota, by Laina Wright n/k/a Laina Kristin Carlson, as fee owner of the below-described property subject to said Declarations. 

2. Pursuant to the Common Interest Community Number 215 (Condominium) Oakcrest Village Condominiums Declaration, filed in the County Recorder for Washington County on April 14, 2004 as Document No. 3434962, and all amendments thereto, and Minnesota Statutes, a statutory lien exists for unpaid assessments and fees incurred from January 1, 2017 to the date of this notice. 

3. No action or proceeding has been instituted at law to recover the debt secured by the statutory lien or any part thereof, or if an action has been instituted it has been dismissed or discharged prior to the commencement of these proceedings.

What is the Request? 

The Economic Development Coordinator of the city of Maplewood is requesting that the Maplewood city council hold a public hearing to consider the establishment of a storm sewer improvement tax district for the new Beebe Meadows subdivision. 

Public Hearing Information 

The Maplewood city council will hold a public hearing regarding the proposed storm sewer improvement tax district on Monday, August 27, 2018, at 7:00 p.m. or later. The public hearing will be held in the city council chambers at Maplewood city hall, 1830 County Road B East, Maplewood, Minnesota. All interested parties may appear at the hearing and present their views orally or submit written comments before the meeting.

NOTICE OF HEARING ON PROPOSED ASSESSMENTS

S.A.D. 18-02 

Notice is hereby given that the council will meet in the Council Chambers of the City Hall, located at 2400 Margaret Street, North St. Paul, at 6:30 P.M. on Tuesday, September 4, 2018, to consider, and possibly adopt, the proposed assessment for improvements on on 11th Avenue East from McKnight Road to 1st Street, Castle Avenue from 1st Street to Helen Street, and 12th Avenue East from Helen Street to Margaret Street, and Helen Street North from 12th Avenue East to 17th Avenue East by pavement reclamation of the street and spot replacement of concrete curb and gutter and concrete sidewalk pursuant to Minnesota Statutes, Section 429.011 to 429.111. Adoption by the council of the proposed assessment may occur at the hearing. 

The amount to be specially assessed against your particular lot, piece, or parcel of land is (shown in the attachment to this notice). Such assessment is proposed to be payable in equal annual installments extending over a period of fifteen (15) years for single family residential property, and seven (7) years for commercial, institutional and multi-family properties, the first of the installments to be payable on or before the first Monday in January 2019, and will bear interest at the rate of 5.25 percent per annum from the date of the adoption of the assessment resolution. 

You may at any time prior to certification of the assessment to Ramsey County, pay the entire assessment on such property, with interest accrued to the date of payment, to the Finance Department. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of this assessment. You may at any time thereafter, pay to Ramsey County the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. If you decide not to prepay the assessment before the date given above the rate of interest that will apply is 5.25 percent. 

The proposed assessment roll is on file for public inspection at the city clerk’s office. The total amount of the proposed assessment is $289,112.56. Written or oral objections will be considered at the meeting. No appeal to district court may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable. 

Under Minn. Stat. §§ 435.193 to 435.195 the council may, in its discretion, defer the payment of this special assessment for any homestead property owned by a person 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make the payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law and Ordinance (Resolution), all amounts accumulated plus applicable interest become due. Any assessed property owner meeting the requirements of this law may, within 30 days of the confirmation of the assessment, apply to the city clerk for the prescribed form for such deferral of payment of this special assessment on his/her property. 

An owner may appeal an assessment to district court pursuant to Minn. Stat. § 429.081 by serving notice of the appeal upon the mayor or clerk of the city within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the mayor or clerk.
