WASHINGTON COUNTY 2014 COUNTY BOARD OF APPEAL AND EQUALIZATION JUNE 17, 2014 Commissioner/Chair Autumn Lehrke called the 2014 Washington County Board of Appeal and Equalization meeting to order at 5:00 p.m. Present: Commissioner/Chair Lehrke, Commissioners Gary Kriesel, Lisa Weik, Fran Miron, and Ted Bearth, and Deputy Administrator/Auditor Treasurer Kevin Corbid. Commissioner/Chair Lehrke welcomed all attendees and explained that the purpose of the meeting is to review the 2014 classification and valuation concerns of the property owners that have brought their appeals before the Board. Commissioner/Chair Lehrke further explained that this first meeting of the Board of Appeal and Equalization will allow property owners the opportunity to present to the Board any information they feel supports a change in the classification or valuation of their property. According to Minnesota Statutes, the appellant has the burden of proving that the property’s actual value differs from the assessor’s estimated market value. The Board will review the information presented by each property owner and the recommendations of the County Assessor’s staff and will make a final decision on each appeal at the second meeting scheduled for 9:45 a.m. on June 24, 2014. Deputy Administrator/Auditor Treasurer Kevin Corbid administered the oath to the Washington County Board of Appeal and Equalization members and the required certification forms were signed. County Assessor, Bruce Munneke introduced the assessment staff in attendance. Also in attendance were County Administrator Molly O’Rourke and Property Records and Taxpayer Services Director Jennifer Wagenius. County Assessor Bruce Munneke gave a PowerPoint presentation that recapped the 2014 assessment, summarized the Local Board and Open Book meeting appeals, and reviewed the appeals format for tonight’s meeting agenda. The appeals will be dropped for the property owners who did not attend the meeting and there will be no analysis or change to the value of their property. Ms. Moynagh also mentioned that she had been approached by someone recently and had been offered $350,000. Three years ago she was thinking of selling the property and it was estimated at that time to sell at $375,000. Commissioner Kriesel reminded attendees that the Board will listen to and consider comments at this meeting and make their decision at next week’s meeting. Commissioner Miron also commented that staff has not provided the Board with a recommendation at this point but are open to discussion and will review the information everyone provides the Board and will make a decision based on that. Commissioner Lisa Weik inquired about the fee appraisal from April 2014 at $475,000 and wondered if it is Ms. Moynagh’s opinion that it should be recognized in full. They are more spacious, have larger decks, enclosed porches, and in addition to concrete walkout patios. Mr. Tronsen specifically requests consideration of real sales today. Commissioner Lisa Weik questioned whether he had a walkout. Mr. Tronsen replied that four units in Steepleview have walkouts. Mr. Tronsen put in a walkout in September of last year due to a leaking window but it is rock, not concrete. Considering the market analysis she is proposing the value of her home to be $480,000. The city has valued the home at $538,700. Ms. Dretzka did her own comparison and provided details of deferred maintenance to her home and others very similar to hers. She had an appraisal in 2013 for refinancing valued at $470,000. Upon her review of her property and others for comparison she identified a discrepancy in square footage from 3,750 square feet in prior years and now it is over 4,000 square feet. Commissioner/Chair Lehrke inquired on the square footage discrepancy and County Assessor Munneke noted that he would have information available next week. Commissioner Miron also inquired further on the crack that extends the length of the basement. Mr. Tschida stated there is a lot of clay and movement around the lake. In order to repair the crack the concrete would have to be removed, lift the home, and put in a new wall. The approximate cost to remedy is a little over $90,000. There is also a mold problem due to the crack in the wall. The home contains two fireplaces that are capped off due to deterioration and are not functional due to safety hazard. WASHINGTON COUNTY 2014 COUNTY BOARD OF APPEAL AND EQUALIZATION 2ND MEETING - JUNE 24, 2014 Commissioner/Chair Autumn Lehrke called the 2nd meeting of the 2014 Washington County Board of Appeal and Equalization to order at 9:49 a.m. Present: Commissioner/Chair Lehrke, Commissioners Gary Kriesel, Lisa Weik, Fran Miron, and Ted Bearth, and Deputy Administrator/Auditor Treasurer Kevin Corbid. Also in attendance were County Assessor Bruce Munneke, County Administrator Molly O’Rourke, and Property Records and Taxpayer Services Director Jennifer Wagenius. County Assessor Munneke gave a brief presentation on Time Trends and Market Conditions. He will also give a brief summary for each appeal and the County’s recommendations of value. The County Board must act on each appeal with an individual motion and vote. The purpose of the Time Trends is to adjust the ratios all to the same date for an accurate comparison. Commissioner Kriesel asked about the window and performance required. County Assessor Munneke explained that 95 percent is the target with an acceptable range of 90-105 percent. Commissioner Miron wanted to point out, and questioned for the benefit of the public, what happens if that target is not met. County Assessor Munneke explained that anytime the ratio in a community falls below 90 percent the County loses control as to how the 5 percent is distributed and the State will give a State adjusted increase between 5-10 percent. The Board must also act on the pre-County Board valuation and classification changes that were settled with property owners in primarily Open Book communities. County Assessor Munneke commented that the staff did a fantastic job this year answering approximately 1,300 calls which is up three hundred percent from last year. Commissioner Kriesel also commented that the assessor staff did an outstanding job. Commissioner Miron questioned if the property owners will be notified of changes, if any. County Assessor Munneke confirmed the property owners will be notified and sent an amended valuation notice within 30 days. Commissioner Miron also questioned, based on that notice, there may be some property owners that are still not satisfied and requested County Assessor Munneke to speak to that process. County Assessor Munneke stated that if the owner is still not pleased with their value and classification they do have the right to go to Minnesota Tax Court which is the last step in the appeals process. Deputy Administrator/Auditor Treasurer Corbid commented what he was most impressed with is the professionalism that has been established throughout the appeals process. It’s very structured, fair and equitable. Deputy Administrator/Auditor Treasurer Corbid made a motion to adjourn and Commissioner Bearth seconded the motion.
