SOLICITATION: RFP# CHSPS0000009484 OPENING DATE: 07/25/14 SOLITICATION TITLE: Group Residential Housing SOLICITATION DESCRIPTION: Ramsey County Community Human Services (RCCHS) has identified a need for a broad array of supportive housing services (using Group Residential Housing funds) for adult men and women age 18 and older with mental illness, substance abuse disorder, or co-occurring mental illness and chemical dependency. RCCHS is looking for respondents to this RFP to provide a spectrum of housing services, ranging from short-term (with the ability to admit individuals quickly), to small group living environments, to individual apartment settings. Respondents may include more than one option in their proposal. There are two elements of this project: 1) housing and 2) services. The Group Residential Housing (GRH) Base Rate ($876.00) will need to cover all rent, utilities and food. The Supplemental Service Rate ($482.84) will cover the service portion of the proposal. Personal needs funds ($94.00) are separate from the rates listed above, and are delivered to the client directly via an EBT card. RCCHS encourages new vendors and those with expertise in serving diverse communities to submit a proposal. MEETING: Non-mandatory Pre Solicitation Response meetings will be held at 2 different times. Both meetings will have the same agenda, but we are offering it twice to allow vendors to choose one that fits their schedule. The purpose of the meeting is to discuss the work to be performed and allow vendors to ask questions concerning the solicitation. Neve reported on the recent Tartan Joint Powers meeting she had attended and mentioned that discussion had taken place on the Tartan “bubble”, equipment, concessions and the $5/hour rate increase. Augé and Hunt reported on the Phase IV MSBA training they attended in April. They discussed highlights from the training which focused on outreach and engagement in the community and encouraged other board members to attend a future session. Augé shared her perceptions of the District 622 Office of Equity’s Mentoring training she received and how much she enjoyed the opportunity to role play each of the cycles of mentoring and to have been part of the experience. Augé discussed District 916’s strategic plan and commented on the lengthy process which included superintendent listening sessions, cabinet development of vision cards, strategy development with program leadership teams, prioritization of strategy, and 916 board approval. If the school district will be contracting to print the ballots for this election, the school district election clerk is hereby authorized and directed to prepare instructions to the printer for layout of the ballot. Before a contract in excess of $1,000 is awarded for printing ballots, the printer shall furnish, in accordance with Minnesota Statutes, Section 204D.04, a sufficient bond, letter of credit, or certified check acceptable to the school district election clerk in an amount not less than $1,000 conditioned on printing the ballots in conformity with the Minnesota election law and the instructions delivered. Minnesota Statutes, Section 123B.57, Subdivision 1, as amended, provides that if an intermediate school district’s health and safety budget is approved by the school boards of each of the intermediate school district’s member school districts, each member district may include its proportionate share of the costs of the intermediate school district program in its health and safety revenue application. 3. The proportionate share of the costs of the intermediate school district’s health and safety program for each member school district to be included in its application shall be determined by utilizing a blended rate where half of the rate is determined by multiplying the total cost of the intermediate school district health and safety program times the ratio of the member school district’s net tax capacity to the total net tax capacity of the intermediate school district and half of the rate is determined by multiplying the total cost of the intermediate school district health and safety program times the ratio of ADM utilization by district to the total ADM utilization. The inclusion of this proportionate share in the district’s health and safety revenue application for fiscal year 2015 is hereby approved, subject to approval by the Commissioner of the Minnesota Department of Education. 4. Upon receipt of the proportionate share of health and safety revenue attributable to the intermediate school district program, the district shall promptly pay to the intermediate school district the applicable aid or levy proceeds.
