SOLICITATION: RFP# CHSPS0000009484 OPENING DATE: 07/25/14 SOLITICATION TITLE: Group Residential Housing SOLICITATION DESCRIPTION: Ramsey County Community Human Services (RCCHS) has identified a need for a broad array of supportive housing services (using Group Residential Housing funds) for adult men and women age 18 and older with mental illness, substance abuse disorder, or co-occurring mental illness and chemical dependency. RCCHS is looking for respondents to this RFP to provide a spectrum of housing services, ranging from short-term (with the ability to admit individuals quickly), to small group living environments, to individual apartment settings. Respondents may include more than one option in their proposal. There are two elements of this project: 1) housing and 2) services. The Group Residential Housing (GRH) Base Rate ($876.00) will need to cover all rent, utilities and food. The Supplemental Service Rate ($482.84) will cover the service portion of the proposal. Personal needs funds ($94.00) are separate from the rates listed above, and are delivered to the client directly via an EBT card. RCCHS encourages new vendors and those with expertise in serving diverse communities to submit a proposal. MEETING: Non-mandatory Pre Solicitation Response meetings will be held at 2 different times. Both meetings will have the same agenda, but we are offering it twice to allow vendors to choose one that fits their schedule. The purpose of the meeting is to discuss the work to be performed and allow vendors to ask questions concerning the solicitation. SOLICITATION: RFP# CHSPS0000009535 OPENING DATE: 09/16/14 SOLITICATION TITLE: RFP Youth Engagement Program SOLICITATION DESCRIPTION: Ramsey County, through its Community Human Services Department, seeks a provider of case management and court supervision services for youth in the Ramsey County Community Human Services Youth Engagement Program (YEP). The staff of the selected provider will work closely with county employed case managers/court supervision workers. Youth Engagement Program case managers/court supervision workers: 1) provide court supervision of youth who are chronic truants and runaways for the 2nd Judicial District of Minnesota; 2) work with the community, police, the Ramsey County Attorney’s Office, schools, and the courts in addressing the sexual trafficking and exploitation of youth; 3) provide case management to all police placements in shelter of youth ages 12-17 who are not under the court’s supervision; and 4) provide case management for youth in the juvenile corrections system for non-status, criminal offenses referred to Community Human Services because they have been found incompetent by the Court. The County plans to select only one provider for this project. The selected provider must be able to commit to this project: nine case managers and one supervisor who meet Child Welfare Targeted Case Management case manager qualifications as defined in Minnesota Statutes, section 256F.10, subd. 5. Provider staff must be ready to assume the existing YEP caseload on January 1, 2015. Proposers must have experience working with the juvenile justice system and the courts and the ability to address mental health conditions in the youth they serve. Agency experience in identifying and assisting youth who have been sexually exploited and/or trafficked is desirable.
