NOTICE OF MORTGAGE FORECLOSURE SALE

DATE:NOVEMBER 1, 2018 

YOU ARE NOTIFIED THAT: 

1. Default has occurred in the conditions of the Mortgage dated October 3, 2005, executed by Marc D. Drawings and Specifications issued November 26, 2018 

The South St. Paul Housing and Redevelopment Authority (HRA) will accept sealed bids for the furnishing of all labor, materials, tools, equipment, and services necessary for the Elevator Repair and Upgrade Project and all associated work required to install same as shown in bid documents. Bids will be received until 2:00 p.m. (local time) December 19, 2018, at the South St. Paul Housing and Redevelopment Authority, 125 Third Avenue North, South St. Paul, MN 55075. At which time bids will be publicly opened and read aloud. 

A mandatory pre-bid walkthrough is scheduled for November 29, 2018 at 2:00 PM (local time). Prime Contractors interested in bidding are required to attend. Meet at the site: John Carroll Apartments, 300 Grand Avenue, South St. Paul, MN.

It is the Housing and Redevelopment Authority’s intention to award a single prime contract to the lowest bid for the project based on available funding. The projects construction start is anticipated to be as soon as possible after bids have been vetted and contracts have been written and signed, Winter/Spring 2018. 

A certified check or bank draft, payable to the order of the South St. Paul Housing and Redevelopment Authority, negotiable U. S. Government Bonds (at par value) or a satisfactory bid bond executed by the Bidder and an acceptable surety, in the amount of five percent (5%) of the total bid, must be submitted with each bid.

No less than minimum salaries and wages set forth in the contract documents must be paid on this project (Davis-Bacon). Contractors must take affirmative action to ensure that employees and applicants for employment are not discriminated against because of race, color, creed, religion, national origin, sex, marital status, age, sexual orientation, disability, familial status or status with regard to public assistance. HUD, Section 3 Compliance & Documentation are required on this project as stipulated in the Bid Documents and HUD Standards.

The Work consists of construction of new classrooms, new commons areas, new building entry and new kitchen of single-story steel-framed/steel stud structure and concrete slab-on-grade, and construction of a new cafeteria, new Kindergarten room and new mechanical room of 2-story steel-framed/steel stud structure, concrete slab-on-grade and structural composite concrete slab, architectural precast concrete wall panels and metal wall panels on steel stud framing, aluminum frame and glass fenestrations, multi-ply membrane roofing system with new structural framed skylights; interior demolition and remodeling of existing classrooms and hallways, new interior finishes of tiled, resilient and carpeted floors, painted gypsum wall board, and acoustical ceilings; demolition of existing plumbing, hot water heating system, HVAC and electrical systems for construction of new systems throughout; and reclaimed and new bituminous paved parking lots and bus staging area, concrete paving, grading and erosion control. 

The Project areas include the existing building of approximately 67,800 gross sq. ft., the additions of approximately 9,500 gross sq. ft. for a total approximate building area of 77,300 gross sq. ft. The Project site area is approximately 8.6 acres. 

Bids shall be on a Stipulated Lump Sum basis. Segregated bids will not be accepted.

Project shall be Substantially Complete by August 16, 2019, and Final Completion shall be by August 31, 2019.
