NOTICE OF ASSOCIATION LIEN FORECLOSURE SALE 

WHEREAS, default has been made in the terms and conditions of the Declaration of Morgan Square Homeowners Association (henceforth the Declaration) dated June 19, 2003 and recorded in the office of the County Recorder in and for Dakota County, Minnesota on December 5, 2003 as Document No. 2148492 which said Lien covers the following described property situated in the County of Dakota and State of Minnesota, to-wit: 

Lot 17, Block 1, Morgan Square, C.I.C. No. 373, according to the plat thereof on file or of record in the Office of the County Recorder, in and for Dakota County, Minnesota.

PID # 22 48800 01 170 

WHEREAS, pursuant to said Declaration, there is claimed to be due and owing as of the date of this Notice by Mary N. Ndegwa as unit owner, to Morgan Square Homeowners Association, the principal amount of Two Thousand Eighty-three Dollars and 75/100 ($2,083.75) for assessments through August, 2018 and no action being now pending at law or otherwise to recover said debt or any part thereof, and; 

WHEREAS, pursuant to said Declaration, said debt creates a lien upon said premises in favor of Morgan Square Homeowners Association. 

NOW, THEREFORE, notice is hereby given that by virtue of the power of sale created by statute, said lien will be foreclosed by the sale of said premises with the hereditaments and appurtenances, which said sale will be made by the Sheriff of Dakota County, Minnesota at the Sheriff’s main office, Dakota County Courthouse, Civil Division, 1580 Highway 55-Lobby S-100 in the City of Hastings in said County on October 25, 2018 at 10:00 a.m., at public auction to the highest bidder, for cash, to pay the amount then due for said assessments, together with the costs of foreclosure, including attorney’s fees as allowed by law. The time allowed by law for redemption by the unit owners, her personal representatives or assigns, is six (6) months from the date of said sale. 

TIME AND DATE TO VACATE PROPERTY: If the real estate is an owner-occupied single family dwelling, unless otherwise provided by law, the date on or before which the unit owners must vacate the property if the lien is not reinstated under section 580.30 or the property is not redeemed under section 580.23 is 11:59 p.m. on April 25, 2019. If the foregoing date is a Saturday, Sunday or legal holiday, then the date to vacate the property is the next business day at 11:59 p.m.

Drawings and Specifications 

issued August 28, 2018 

The South St Paul Housing and Redevelopment Authority (HRA) will accept sealed bids for the furnishing of all labor, materials, tools, equipment, and services necessary for sprinkler head replacement and all associated work required to install same as shown in bid documents. Bids will be received until 2:00 p.m. (local time) September 20th, 2018, at the South St Paul Housing and Redevelopment Authority, 125 Third Avenue North, South St. Paul, MN 55075. At which time bids will be publicly opened and read aloud. 

A mandatory pre-bid walkthrough is scheduled for September 6, 2018 at 2:00 PM (local time). Prime Contractors interested in bidding are required to attend. Prime Contractors that have previously attended a pre-bid walkthrough on this project need not to attend; your previous attendance fulfills this bidding requirement. Meet at the site: John Carroll Building, 300 Grand Ave., South St. Paul, MN.

A set of plans may be obtained from ARC Document Solutions with a deposit of $50. Deposits are refunded to Prime Contractors if documents have been returned in good condition. Additionally, plans may be purchased from ARC Document Solutions (952-697-8800) 

It is the Housing and Redevelopment Authority’s intention to award a single prime contract to the lowest bid for the project based on available funding. The projects construction start is anticipated to be October/November 2018. 

It is the Bidder’s responsibility to inquire as to the addenda issued. 

A certified check or bank draft, payable to the order of the South St. Paul Housing and Redevelopment Authority, negotiable U. S. Government Bonds (at par value) or a satisfactory bid bond executed by the Bidder and an acceptable surety, in the amount of five percent (5%) of the total bid, must be submitted with each bid. 

No less than minimum salaries and wages set forth in the contract documents must be paid on this project (Davis-Bacon). Contractors must take affirmative action to ensure that employees and applicants for employment are not discriminated against because of race, color, creed, religion, national origin, sex, marital status, age, sexual orientation, disability, familial status or status with regard to public assistance. HUD, Section 3 Compliance & Documentation are required on this project as stipulated in the Bid Documents and HUD Standards. 

Successful bidders must furnish and pay for a satisfactory performance and payment bond or bonds, in the penal sum of the full amount of the contract as awarded. 

The South St Paul Housing and Redevelopment Authority reserves the right to reject any or all bids, to waive any informalities in the bidding and to award the contract to the lowest responsible bidder.

PUBLIC NOTICE 

Notice is hereby given that the Planning Commission of Inver Grove Heights will meet on TUESDAY, SEPTEMBER 18, 2018 at 7:00 p.m. in the City Council Chambers, located at 8150 Barbara Avenue, Inver Grove Heights, MN to consider the request for BRIAN HILGERT- CASE NO. 18-50CV. 1§412.851 VACATION OF STREETS. 

The council may by resolution vacate any street, alley, public grounds, public way, or any part thereof, on its own motion or on petition of a majority of the owners of land abutting on the street, alley, public grounds, public way, or part thereof to be vacated. When there has been no petition, the resolution may be adopted only by a vote of four-fifths of all members of the council. No vacation shall be made unless it appears in the interest of the public to do so after a hearing preceded by two weeks’ published and posted notice. The council shall cause written notice of the hearing to be mailed to each property owner affected by the proposed vacation at least ten days before the hearing. The notice must contain, at minimum, a copy of the petition or proposed resolution as well as the time, place, and date of the hearing.

Board Chair, Matt Schaefer, called the meeting to order at 5:35 p.m. 

2. Roll Call –Board Vice Chair, Cindy Nordstrom, took roll call. 

Members Present: Rachel Hanson, Cindy Nordstrom, Carrie Lounsberry, Sue Gliva, Matt Schaefer 

Members Absent: Lynette Stensgard, Sherry Warrick 

3. Pledge of Allegiance—Board Chair, Matt Schaefer, led the Pledge of Allegiance. 

4. Approval of Agenda Items 

Motion by Member Lounsberry and a Second by Member Gliva to approve the Agenda items.

5. District Highlights 

A. The Inver Grove Heights Community Theatre will present its first production, 

“Little Shop of Horrors,” this August. Performances will run the first two weekends in August in the Performing Arts Center at Simley High school. 

6. Non-Agenda Item—There were no non-agenda items presented. 

7. Consent Agenda 

Motion by Member Nordstrom and a Second by Member Hanson to approve the Consent Agenda items as presented.

Thank you to those who have donated to the school district this past month. Your generosity in support of our schools in the community are much appreciated as they make a difference for our students. 

8. Information Items 

A. Communications Update – The Communications Coordinator, Katie Sheridan, shared an updated on the communications department progress. 

B. Instructional Technology Monitoring Report – The Director of Instructional Technology, Caroline Little, shared the department’s accomplishments for 2017-18 and provided information on the department’s direction for 2018-19. 

C. E-Learning Update – The Superintendent, Dave Bernhardson, presented information on E-Learning Days during the school year due to inclement weather. 

D. First Reading of Remaining Annual Policies – The Superintendent, Dave Bernhardson, shared the Policy Committee reviewed the remaining annual policies with limited updates. These policies will be an action item in August. 

E. Committee Reports – There were no Facilities, Finance or Policy committee meetings during the month of July. The Personnel Committee met prior to the board meeting to discuss negotiations strategies and employee verifications methods. 

E. Membership Reports 

I. Equity Alliance MN – A roundtable meeting was held in Minneapolis lead by McGraw-Hill. Students attended from the Youth Executive Board. The focus was centered around equity and what the need is for professional development. 

II. Association of Metropolitan School Districts (AMSD) - AMSD did not meet in July. 

III. Minnesota School Board Association (MSBA) - The annual MSBA Summer Seminar will be held on Monday, August 6 in Minneapolis. The keynote speaker is Cindra Kamphoff, Founder & Director of the Center for Sport & Performance Psychology.

A. Approval of the Paraprofessional Contract Agreement.

Superintendent’s Comments-Congratulations to our Heather Aune, Director of Business Services, and our staff that work with finances for receiving ASBO Internationals 2017 Certificate of Excellence in Financial Reporting. This is the 14th in a row and is a testament to our commitment to transparency and high-quality finance reporting. 

B. School Board Comments 

Board Chair, Matt Schaefer — Thank you to everyone who works hard in the district. I am looking forward to Night to Unite and the upcoming board retreat. 

Board Member, Carrie Lounsberry — I am excited to be here for the start of a new school year. It has been a joy to serve on this school board. 

Board Member, Sue Gliva — I am looking forward to the board retreat next week. That you everyone for sharing this evening. 

Board Member, Rachel Hanson — I want to express my appreciation for our district staff and the great work that they do. 

11. Upcoming Meeting Dates 

National Night to Unite will be in place of the August Work Session. The next Regular School Board Meeting will be Monday, August 27 at the District Office at 5:30 p.m.
